InRecordアイテムの桁数比較を、パラメータの演算子を使用して行います。
比較式：比較項目１ 比較演算子 桁数
・条件成立の場合には、OKを返す。
・条件不成立の場合には、USER_ERRORを返す。

※比較演算子には、＜　＞　＜＝　＞＝　＝　！＝が使用可能です。以外はERRORを返します。
