数値の大小比較チェック(演算子パラメータ指定)

InRecord(0)とInRecord(1)の値の比較を、パラメータの演算子を使用して行います。
パラメータに値が指定された場合は、パラメータとInの値を比較します。
比較式：比較項目１ 比較演算子 比較項目２
比較式：比較項目１ 比較演算子 パラメータ
・条件成立の場合には、OKを返す。
・条件不成立の場合には、USER_ERRORを返す。

※比較項目１,比較項目２が数値型で無い場合には処理を行わずERRORを返す。
※比較項目が２つ設定されていない場合は、ERRORを返す。
※比較演算子には、＝　！＝　＜　＞　＜＝　＞＝　が使用可能です。以外はERRORを返します。
