inRecordの項目を調べ、TEXTデータであれば値がnullか空文字列だった時 RuleParameterの数だけSKIPを行なう。 COLTEXTデータであれば件数が0件だった時、SKIPを行なう。
複数の項目を入力レコードに設定した場合は、何れかが空のときにSKIPを行なう。
