項目が空ならデシジョンテーブルブレイク

inRecordの項目を調べ、TEXTデータであれば値がnullか空文字列だった時DecisionTableを抜ける。 COLTEXTデータであれば件数が0件だった時、DecisionTableの処理を抜ける。
複数の項目を入力レコードに設定した場合は、何れかが空のときにDecisionTableの処理を抜ける。
