日付整合性チェック

InRecordが日付の形式として正しいかどうかを判定します。
下記の形式を日付形式として認識します。

• YYYYMMDD
• YYYY/MM/DD(/は別の文字でも良い)
• YYMMDD
• YY/MM/DD(/は別の文字でも良い)

エラーの場合、戻り値にUSER_ERRORを返します。
エラーの場合で、パラメータに文字列が設定されている場合には、ダイアログを表示します。
