起動パラメータを取得

パラメータに指定された値をKeyとして起動パラメータの値を取得します。
起動パラメータとは、JavaApplication では java起動時のOption -(Key名称)=(値) で指定されたもの、 JWSでは、jnlpファイルにて argument タグにて指定したもの になります。
