URL取得

FileTransferClient.wdgに記述されているURLを取得します。
FileTransferClient.wdgには＜FileTransfer type="gif" SaveDirectory="http://host/gif/"/＞
という形で定義されてます。
この場合、ファイルタイプに"gif"と記述をすることで、"http://host/gif/"という文字列を
取得できます。

Version1.1以降、同等の機能としてGetConstantValueがあります。
新規にこのロジッククラスを使用するときは、GetConstantValueを使用して下さい。
